Plot Summary:
After the fall of a deadly terrorist organization in the first War, the Indian intelligence community believes peace is restored. But in the shadows of global politics, a far more dangerous enemy is rising — not outside the system, but within.
Act 1 – A New Threat Emerges
Kabir (Hrithik Roshan) has gone off the grid after his last mission. He’s disillusioned with the agency after personal betrayal and has disappeared into exile. Meanwhile, mysterious high-tech attacks are crippling India’s defense systems.
RAW discovers that the mastermind is Rudra (Jr. NTR), a former army intelligence officer believed to be dead — now leading a global underground movement to bring justice to betrayed soldiers. But his methods involve chaos, hacking, and assassination.
RAW sends their best cyber-intel agent Aaradhya (Kiara Advani) to locate Kabir and bring him back. She finds him in the mountains, broken yet alive. She reveals that Rudra was once Kabir’s protégé — and his betrayal is personal.
Act 2 – Brother vs Brother
Kabir returns and starts tracking Rudra. But Rudra’s intentions aren’t black and white — he’s exposing corruption, saving innocents, and fighting a system that destroyed his comrades. Aaradhya begins to understand Rudra's motives, causing friction within the team.
In a high-octane sequence across Istanbul, Kabir and Rudra face off for the first time — fists clash, truths surface, and a city burns.
Flashbacks show Rudra’s betrayal by the system, making the audience question who the real villain is.
Act 3 – The Ultimate Twist
Kabir uncovers that Rudra is being manipulated by a foreign arms syndicate using his pain to spark war. Kabir and Rudra must put aside their differences and team up in an explosive final act to take down the real enemy.
In the final showdown at an abandoned naval base, Kabir, Rudra, and Aaradhya fight side-by-side. Sacrifices are made. Secrets are revealed.
Climax:
Rudra almost gives his life to stop the syndicate’s nuclear attack. Kabir saves him in the last moment. Aaradhya exposes high-level corruption using Rudra’s intel.
Ending:
Kabir returns to RAW as a mentor. Rudra disappears again, becoming a myth. Aaradhya is promoted, and a mysterious voice hints at a third faction watching everything — teasing a future crossover (Tiger, Pathaan, Kabir, Rudra).
